Job Description and Duties

Under the supervision of the Climate & Transportation Manager, the Housing and Community Development Representative I is responsible for working in a team environment and assisting in providing technical assistance, policy, analysis, and research on issues that that affect housing supply and affordability, including land use planning, climate change, sustainability, transportation, hazard mitigation, disaster recovery, public health, and homelessness.

Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated on the selected candidate's primary residence location. Special Requirements

Statement of Qualifications (SOQ)

The Statement of Qualification (SOQ) is considered an expectation for submittal when applying for this vacancy. It is a scored assignment. Your SOQ will be considered the first interview for this position. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Subject matter expertise in housing policy as well as issues that directly impact housing, including climate policy, transportation policy and planning, land use planning and regulation, infill and transit-oriented development, climate resilience and adaptation, and/or disaster recovery and preparedness.
  • Experience with interagency communication and stakeholder outreach.  
  • Experience in preparing policy or legislative development and/or analysis. 
  • Experience researching, writing, and/or presenting policy reports or analyses. 
  • Strong communication skills (written, verbal, and inter-personal). 
  • Strong technical writing and document review skills; ability to structure a document to communicate an issue concisely and clearly.
